Accurate quantity and measurement information eliminates consumer confusion and promotes fair competition.  The National Conference on Weights and Measures has established the “Model State Method of Sale of Commodities Regulation” and developed regulation guidelines for Federal and State Weights and Measures Laws.

Requirements that all Potpourri shall be sold as follows:

a.  Potpourri sold from bulk shall be sold by weight or by dry volume.  Straight potpourri must be sold by weight or by dry measure units of one dry pint, one dry quart, or fractions thereof. 

b.  Potpourri packaged in advance of sale shall be sold by weight, except when sold in a decorative container or sachet, which may be sold by count.

c.  Potpourri means any mixture, however denominated, consisting principally of dried herbs, spices, flowers or other vegetable matter which is intended to be used as an air freshener or for decorative purposes and not intended to be eaten.

d.  Potpourri sold at retail shall be sold by weight or by dry measure units of one dry pint or one dry quart or fractions thereof, at the seller’s option, except that no quantity declaration is required for potpourri sold in a vase or bowl or potpourri sold as stuffing of a sachet or other cloth article.
